使用甲骨文ARM出现奇怪的问题

系统 ubuntu 20.4 ， 宝塔最新版，php任意版，在使用wp的插件安装，更新的时候都会失败，提示如下

An error occurred while updating CookieYes | GDPR Cookie Consent: Download failed. cURL error 59: failed setting cipher list: ALL:!EXPORT:!EXPORT40:!EXPORT56:!aNULL:!LOW:!RC4:@STRENGTH

如果你也用甲骨文ARM，如果你也有使用宝塔，如果你也安装了wp，你试试看会不会出现这个问题

所有的插件不能在线安装，不能更新
curl在ssh是正常使用，不知道php为啥不行，谁能研究一下

在ssh里面 wget curl都可以正常使用，在php里面不行
